The economy relies heavily on trade with its eastern neighbor, Nigeria. To the north, there have been sporadic clashes along Benin's border with Burkina Faso. The trouble has been blamed on land disputes between rival communities on either side of the border. Thousands of Togolese refugees fled to Benin in 2005 following political unrest in their homeland. Benin called for international aid to help it shelter and feed the exiles.

It has ratified many UN Human Rights Conventions  and thus has made binding international commitments to adhere to the standards laid down in these universal human rights documents.  Benin has ratified the Optional Protocols for these Conventions  , the inhabitants of Benin and their representatives are able to invoke their human rights through these bodies. All inhabitants of Benin may turn to the UN Human Rights Committee through optional protocol  procedure for violations of specific human rights .Benin has joined the International Criminal Court, it may thus be called upon in case of severe crimes.

Presidential guards repeatedly shot at persons, injuring or killing them for failure to obey instructions when the president's convoy passed. Anecdotal evidence suggested police occasionally used excessive force. Vigilante violence resulted in deaths and injuries. Impunity and corruption were problems. Harsh prison conditions and arbitrary arrest and detention with prolonged pretrial detention continued. Women were victims of violence and societal discrimination, and female genital mutilation  was common. Trafficking and abuse of children, including infanticide and child labor, occurred.
